Employee Information Service

SERVICE/PROCESS: PERSONNEL MANAGEMENT INFORMATION SYSTEM

1. Introduction

The Provincial Government of Pangasinan is gearing towards the use of Information and Communications Technology in the delivery of its services.

Through the initiative of the Human Resource Management and Development Office in partnership with the Management Information Services Office, the Personnel Management Information System was developed in 2011. The development of the system was in-house so it did not require any budget or other payments for its development. For security and accessibility purposes, authorized users of the system were provided with individual username and password. There are more than 5,000 permanent, casual, job order and consultant employees of the provincial government. Without the reports generated by the PMIS, as well as the payroll system attached to it, it would be very tedious for the HRMDO and other offices to monitor, assess and provide information needed by the employees.

2. Process in availing PMIS services

2.1 Pagkuha ng Payroll (Citizens Charter)

2.2 Pagkuha ng Service Record at Certifications (Citizens Charter)

3. PMIS Generated Reports

  • 3.1 Number of Personnel – monthly report which reflects the number of permanent and non-permanent employees, vacant positions and detailed permanent employees
  • 3.2 Employment Status – monthly report which reflects the number of permanent and non-permanent employees, vacant positions and mode of separation of separated employees
  • 3.3 Employees List – monthly report which reflects the employee’s employment status, age, date of birth, address, function, rate, date of appointment, charges,ID Number, length of Service
  • 3.4 HR Profile – monthly report which reflects the profile of employees with regards to
    • 3.4.a Length of Service
    • 3.4.b Age Range
    • 3.4.c Years in Current Position
    • 3.4.d Educational Attainment
    • 3.4.e Field of Expertise/Specialization
    • 3.4.f Position Title

  • 3.5 Separation Report – monthly report submitted to the Civil Service Commission Field Office which reflects the list of separated employees including their position title, salary grade, salary, level of position, status of appointment, effectivity date of separation and mode of separation
  • 3.6 Plantilla of Personnel – annual report submitted to the Civil Service Commission Field Office which reflects the list of employees including their item no., position title, salary grade, authorized and actual annual salary, date of birth, date of original appointment, among others
  • 3.7 Service Record – reflects the summary of employee’s inclusive dates of employment, salaries/wages, place of assignment, among others
  • 3.8 Certifications – reflects the employee’s position, status of employment, place of assignment, purpose of certification, among others
  • 3.9 Payroll System Reports
    • 3.9.a Payroll for Permanent and Non-Permanent Employees – reflects the salaries/wages, deductions and net take home pay of employees per office
    • 3.9.b Remittance – reflects the list of employee deductions per category/office ex. GSIS Premium, Withholding Tax, Landbank Salary Loan…
    • 3.9.c Pay Slip – serves as the employee’s copy of his/her salary/wage, deductions and net take home pay
    • 3.9.d Certificate of Net Take Home Pay – reflects the employee’s salary/wage, deductions and net take home pay and is used for cooperative loan purposes

Applicants Information System

Summary of Applicants – reflects the list of applicants including their educational attainment, office/hospital (if employed), function (if employed), eligibility,recommendation (if endorsed), status and date of application
